According to jefferson , what is a people's duty when their government is abusive ?

In the Declaration of Independence, Jefferson stated that people are born with "inalienable rights" - rights that the government can't take from the people. In this regard, a people's duty when the government is abusive can be to abolish or alter the government, and to form a new Government.
